On 15 September 2026, the Department of Precious Metals under the Ministry of Finance of the Kyrgyz Republic held a briefing for its staff on the practical guidance covering what to do when approached with an attempt to induce a corruption offence.
The event was held as part of the implementation of anti-corruption policy and aimed at raising staff awareness of the reporting procedure established by the legislation of the Kyrgyz Republic.
It was explained that inducement means any attempt to prompt an employee to commit a corruption offence, and that the offence itself need not actually take place. Approaches made in person, through intermediaries, in writing, by email, through messaging apps or by any other digital means are all subject to reporting.
Particular attention was given to the steps an employee must take: refrain from any action that could be interpreted as consent; record the circumstances of the approach; preserve any available evidence; submit a written or electronic report to the authorised persons and bodies; and maintain the confidentiality of the report.
A report must be submitted immediately and no later than 24 hours after the approach. If the employee is on a business trip or on leave, the report is submitted immediately upon return to the place of service; where there is a threat to life or health, an oral report is permitted, to be followed by a written submission.
The state guarantees available to employees who report an inducement in good faith were also explained: confidentiality of the information in the report, the prohibition of pressure and retaliation, and the application of state protection measures provided for by the legislation of the Kyrgyz Republic.
The Department of Precious Metals under the Ministry of Finance of the Kyrgyz Republic consistently maintains a policy of zero tolerance towards corruption in all its forms.
